Minutes for the County Executive Committee Meeting, August 28th, 2018

Alan B. Sadler Commissioners Court Building, 4th Floor, 501 N Thompson Street, Conroe Texas

 

Chairman, Dr. Wally Wilkerson, called the meeting to order at 7:30pm

 

The invocation was led Tom Hughes (pct 48).

 

The Pledges of Allegiance to the United States flag and to the Texas flag were led by Amy Van Horn (pct 35).

 

Linda Fox introduced elected officials: Montgomery County Attorney, JD Lambright; Luine Hancock representing State Senator Robert Nichols; Montgomery County Hospital District Pct 4, Bob Bagley; Justice of the Peace Pct 1, Wayne Mack; Constable Pct 1, Philip Cash; Commissioner Pct 2, Charlie Riley; Montgomery County Clerk, Mark Turnbull; Commissioner Pct 1, Mike Meador; Shenandoah City Council Position 1, Ted Fletcher; SREC member (SD3), Judy Parada.

 

Quorum: 21 precincts needed. 73 precinct chairs present.

 

Business Conducted:

 

Approval of CEC Agenda:

Chairman, Dr. Wilkerson, called for a motion to approve the CEC 6-26-18 minutes.

 

Chairman, Dr. Wilkerson, recommended the appointment of Dennis Clark as the parliamentarian, provided there were no objections. Objections were made and debate followed on the appointment of Dennis Clark as parliamentarian: Gary Reynolds (pct 15) spoke for. Andy Nedrow (pct 60) spoke against.

Scott Baker (pct 23) spoke against. Daniel Ure (pct 28) spoke against. Linda Stuckey (pct 29) spoke for. Jon Bouche (pct 35) spoke against. Paul Gebolys (pct 4) spoke against.

 

A motion with a second was made which objected to allowing Denis Clark to address the CEC.

 

(I)  A motion with a second was made to appoint Dennis Clark as parliamentarian.

 

(II)               Chairman, Dr. Wilkerson, said that the four chairs seated at the August 7th , 2018 meeting could not vote. Ginger Russell (pct 74) appealed the ruling of the chair. Chairman, Dr. Wilkerson, clarified that this was a ruling of the chair, in response to which Brian Crumby (pct 13) appealed the ruling of the chair with a second. Brian Crumby (pct 13) stated that 1/5 of the precinct chairs had signed calling for a roll call vote. (Note: A yes vote upholds the ruling of the chair while a no vote over turns the ruling of the chair.) Secretary Rachel Bingham (pct 85) performed a roll call vote. With the four precinct chairs seated on

August 8th , 2018 voting, the results were, For: 29; Against: 44. Without the four, the results were, For: 29; Against: 40. The ruling of the chair was overturned thereby allowing the four chairs seated on 8-7-18 to vote.

 

(III)            Jodi Rounavor (pct 82) moved to have a roll call vote on the motion (I) to appoint Dennis Clark as parliamentarian. The motion (III) failed by a voice vote. The motion (I) to appoint Dennis Clark failed by a standing vote, For: 31; Against: 41.

 

A motion with a second was made to adjourn. The motion failed by a voice vote.

 

Brian Crumby (pct 13) moved with a second to approve the agenda submitted by 25% of the precinct chairs. The motion passed by a voice vote.

 

Approval of  CEC 8/7/18 Minutes:

Hearing no objections, the minutes were approved.

 

SREC Reports:

Allison Winter (SREC SD4 and pct 59) gave a SREC Report.

 

Treasurer’s Report:

Treasurer, John Wertz (pct 69) gave a treasurer’s report.

 

Chairman, Dr. Wilkerson, appointed a committee to review the two sets of by-laws. Ginger Russell (pct 74) appealed the decision of the chair with a second. Chairman, Dr. Wilkerson, called for the adjournment of the committee and then exited the room. Upon the chairman’s failure to return, Vice Chair, Reagan Reed (pct 50) declared the chair abandoned and began presiding.

 

2018 Victory Committee Report:

Dale Inman (pct 27 and 2018 Victory chair) gave a report for the 2018 Victory Committee.

 

New Business:

John Wertz (pct 69) moved with a second to appeal the decision of the chair, Dr. Wilkerson, who ruled that the by-laws adopted on June 26th were invalid. (Note: A yes vote upholds the ruling of the chair while a no vote over turns the ruling of the chair.) The ruling of the chair was overturned, For: 1; Against: 39.

             

Brian Crumby (pct 13) presented a resolution stating as follows: “Be it resolved that it is the position of     the Montgomery County Executive committee that the adopted bylaws (For: 39; Against: 32) were duly approved at the June 26th 2018 meeting. The resolution passed, For: 40; Against: 1

 

Paul Gebolys (pct 4) made a motion with a second to authorize the steering committee to make the advantage app available to the precinct chairs which passed by a voice vote.

 

Samuel Allison (pct 17) moved with a second to adjourn and the motion passed by a voice vote.
